I know this is late, but I'm going with Tsuruhime. Nothing against Yuri, it's just that she doesn't have as much versatility in her powers as Truruhime does. You're basically pinning a well-trained police officer against a very well-trained ninja that is actually able to pull off fictional ninja techniques. Pretty sure it's clear who'd win. Even if Yuri does have matrix bullet dodging skills.

True but Yuri does have the accel stop technique, the chrono access which can give her the double vector or the VolSniper. So basically, I think it would be close, but I think Yuri has more fighting experience.
